SPC recommendations is ready for approval after GOVT is safe

The UPA Government today scored an emphatic victory in the confidence vote in the Lok Sabha with a comfortable margin.

Now for government, it will be easy to implement the modified sixth pay commission as soon as possible.

It is expected that before 30 august 6th pay commission will be approved by the cabinet of government. There is no reason for delaying it further now.

It is sure that the proposal of 1% more annual increments to 20% higher performers among group A officers will not be accepted, as it will be very difficult to differentiate performing officers from non-performer.

It is unlikely to increase the retirement age to 62 year.

NOW GOVERNMENT CAN INCREASE RETIREMENT AGE TO 62 YEARS. EARLIER THERE WAS A MOVE TO INCREASE THE RETIREMENT AGE, BUT COMMUNISTS OPPOSED. NOW THEY ARE OUT.

Why the CPC will be implemented in August? There will be two Cabinet Meeting held in the month of July. Are the Congress party enjoying there victory in the Glass and sleeping on the CPC. If they delay further, the Govt. employees will definitely vote agains the Congress. Let's hope they will implement the CPC in July itself. Once they implement, then we all (Govt. Employees) see these Minister's and MP in the coming election. Hope, they will do it Fast and implement in July itself.

In the present era of mechanical and commercial development, survival of Govt. employee with meager salary has come to an life-threatening position. Hence, implementation of CPC report as early as possible may bring a prolific future for Govt. employee thereby inculcating a healthy working quality amongst babus.

Is the govt. waiting for the elections while approving for 6th PC. It is already too late. It shuld have been started by 2006. Govt. shuld not think that by offering a lollypop to employees near elections will help it lot.

I don't think Govt. will be so much interested of the fate of the employees .they have more important business to do like lobbying with NSGs , inflation and preparation for the election and fulfilling the T & C with the newly added parties like SP etc.

Central Govt employees, never get impatinet. Await next election and pray. You will get an election bananza in the form of pay commission. These crooked politicians would make the next govt (whoever it be) pay the arresrs, if any. Better we would have elections every year. Elections are called festival of democracy. Also, it is time for the ill - gotten welath to flow into party workers. Hail elections.

We welcome the victory of the Govt, be it by hook or crook. Now there is no reason for the Govt. to delay in implementation. The CoS has done nothing except increasing their own grade pay. Very tacitly the CoS has fragmented the pay bands into so many without giving any benefit by keeping the lower value of the band at a very nominal level, because they know very well that everyone in PB10 (erstwhile PB4),in which they themselves belong to, is getting at least 12000 benefit by fixation due to very high initial value i.e. 40000 in the pay band. This is simply a kind of conspiracy to deny all other employees their rightful hike, because the initial value of PB9 is only 18000 as compared to 40000 in PB10. The CoS has tried to befool all other employees by such an act of ommission and commission.The CoS has only filled their own stomach in the name of reviewing the SPC report. This is a very poor commentary on the part of the CoS. They should have thought of others as well.

PRICES OF ALL COMMODITIES ARE SOARING HIGH IN THE NAME OF SPC, CHILDREN EDUCATION FEES AND OTHER EXPENDITURE ALSO INCREASED ABNORMALLY, IN CONSEQUENCE OF THE PETRO PRICE INCREASE THE PRICES ARE STILL INCREASING FOR ALL COMMODITIES, SERVICE TAX ON MANY ADDED SERVICES IS ALSO A CAUSE FOR HEFTY BILLS (MUST TO PAY)AND THE INCREASE IN THE INTEREST RATES ON THE LOANS TAKEN BY THE EMPLOYEES FOR THEIR COMPULSORY EXPENDITURES LIKE EDUCATION, HEALTH OR HOUSE RENTS ETC ARE MAKING THE EMPLOYEES DIFFICULT TO PULL ON. NOW THE GOVT HAS WON THE VOTE OF CONFIDENCE, THE IMPLEMENTATION OF SPC NEEDS TO BE SPEEDED UP IN THIS MONTH ITSELF

The hardships are same for all, as the Govt has already faced by counting a single vote and came out safely, Congratulations! Now, the time has come to through light on the poor employees who are sailing their boats with eyes on Govt, in the time where infaltion and loan interests are on abrupt increase. What for Govt is waiting it is beyond my scope to guess but one thing is sure employees are going towards trauma which will not benefit to them. 6th CPC reports must be implemented at the earliest.

what ever may be the recommended by the spc it should checked that it meets the requirement of middle class employees and not only the high class officers. Though there is a ration of 1:12 in the salary of the lowest and the highest scale it must not be underestimated that the command are execute by the lower ranks only.

1.what for SPC report which is nothing but a consolidation of the existing allowances with a meagre hike of around 20%?
2.Why not the method followed for PSU employees be adopted?
3.Is there any useful purpose in introducing the ridiculous system of pay band and grade pay?
4.Should the poor Government servant wait for 10 long years to have their pay revised?

congratualtions to all the employees who are waiting for the recommendations proposed by the spc after the victory of the upa govt in the parliament. now all of us can expect the govt to accept the revised spc recommendations and provide it from 1.1.2006 and also provide arrears from then.

The Sixth Pay Commission award for government officials is likely to be sweetened with an upward revision in the dearness allowance (DA) entitlement. The committee of secretaries (CoS) looking into the recommendations made by the Sixth Pay Commission has suggested a change in the DA calculations. This could result in additional benefit of Rs 300-3,000 a month to a government employee, depending on her level.

The CoS, headed by Cabinet secretary K M Chandrashekhar, is giving finishing touches to the report that is expected to be submitted soon. The report would then go to the Cabinet for approval. Government sources said the change has been suggested in the wake of an across-the-board protest by government employees against the way DA allowance was fixed.

The Fifth Pay Commission had recommended that the 50% DA payable in April 2004 be merged with basic pay. The dearness pay was to be counted as basic pay for all practical purposes, including for retirement benefit. Thus, logically, as on January 1, 2006, the recommended date of Sixth Pay Commission award, the 24% DA payable should have been on a salary that included the 50% DA that was merged with basic pay from April 2004.

In its calculation, however, instead of compounding the two DA components — 50% as on April 1, 2004 and 24% as on January 1, 2006 — the commission added them, yielding a figure of 74% composite DA. Consequently, while shifting to the concept of grade pay, the pay commission fixed the base salary as on January 1, 2006, at the basic pay drawn along with dearness allowance at the rate of 74%, and rounded it off to next multiple of 10. The anomaly resulted in a loss of roughly 7% to government employees.

To put it simply, if an employee had a basic salary of Rs 100 on April 1, 2004, according to the Fifth Pay Commission calculation, he would have a total salary of Rs 150 (including 50% DA). A 24% DA on that would increase his salary to Rs 186 — and not Rs 174 on January 1, 2006, used as the base for calculating Sixth Pay Commission award. The committee of secretaries is understood to have proposed that the anomaly be corrected and the DA be fixed at 86% and not 74%.

So, in case of a government employee in the Rs 2,550 pre-revised payscale, the revised pay in running pay band would become Rs 4,743 (increase of 86%) against Rs 4,440 (74% increase), a gain of over Rs 300. At the director level, in the payscale of Rs 18,300, the difference because of the change would be over Rs 2,000 a mo

As per sources, the COS has presented the modifications to the PM on 28th and the cabinet nod to the SPC is expected soon. Details about the modifications are not known at this time.

There is also news circulating that arrears will be paid wef Jan 07 instead of 06. The more the delay the better for the Govt it seems.

The last time it was HRA arrears that was not paid and this time one years total arrears. What to say man.

NEW DELHI: Millions of central government employees, including those from defence and paramilitary forces, are eagerly waiting for Prime Minister Manmohan Singh's response to the changes suggested by a high-level committee that examined the proposals of the 6th Pay Commission.

On Monday, the committee, headed by cabinet secretary K M Chandrasekhar and comprising secretaries of other key ministries, apprised the PM of the modifications made in the original recommendations, besides telling him about the financial burden that the implementation of the pay report would entail.

Top government sources, however, maintained that the changes were "only minor" as the original report was in itself a complete exercise and the hikes suggested were "already satisfactory".

They, however, indicated "some changes" in salaries and allowances of defence, paramilitary and police personnel. The review report is expected to be presented at the next meeting of the Union Cabinet and, if cleared, implemented thereafter. Sources said the entire exercise should not take "more than 10 days", provided the Cabinet does not call for clarifications.

The implementation of the report's key financial proposals is likely to further aggravate the inflationary pressure that is already impacting the economy adversely. According to the original report, submitted on March 24, the proposals are to be implemented with effect from January 2006 and the employees are anxiously waiting to receive the arrears of 31 months (till July), which should be a good amount at all levels.

The arrear payment burden itself would be over Rs 18,000 crore, but employee associations have argued that at the current salary levels, government servants are finding it hard to cope with rising prices. Source - Indiatimes.com

does the CoS have the power to reduce the pay scales recommended by the Pay Commission? that is what they appear to have done. note the maximums of almost all the pay scales of group C. and in particular the 5000 - 8000 band. at this rate the CoS looks as if it is punishing the senior employees for no fault of their's

The govt. should implement the sixth cpc in a modified manner including the suggestion received by the Hon'ble Prime Minister from the organisations like National Confederation of Central Govt.Employees & Workers The left parties have no interest in implementing the pay revision as they are bothered about the interest of China only that is why they withdrew the support at this juncture . As the process is in the final stage they have to wait for sometime for ensure the pay revision. Now the responsibility is of the U P A Govt.to implement pay revision without further delay. The Govt. should beware the left parties because they are interested in the delay of implementing pay revision in central so they can delay it in left ruled states

unnecessarily Got.is dragging central govt employees. the politicians are enjoying all govt facilities, inflation is sky high, they list bother about employees, how many commissions required to review the 6th pay report. After implementation also will start the anomalies will go up to another pay commission.
politicians do snot know the salaried peoples problems, I don't know how many days/moths to take to implement 6th pay revision . all are have to dream for 6th pay

The implementation of sixth pay must declare as soon and give the sixth pay from january 06. If the Central govt. employees get the benefit from january 06 all will happy and we think the again the govt. of SMS will come.

The maternity leaves are proposed to be revised to 180 days from 135 days in 6th PC. If an employee proceeded on maternity leave from 14th april 2008 and still running on extension of leave without pay upto 15th Sep. Will she will now be entitled for 135 days OR 180 days leaves.
Should some one advise me on this.
