Pay Revision Committee submitted its Recommendations for new salary hike

The Pay Revision Committee has suggested an additional pay of 15 per cent for the armed and paramilitary forces, over and above the revised basic pay scales. The committee has also proposed to upwardly revise the basic pay scales recommended by the Sixth Pay Commission (SPC) and an increase in grade pay at all levels.

For all central government employees, the SPC had recommended a maximum grade pay of Rs 13,000, while the committee has suggested Rs 18,000 as the highest grade pay. The grade pay fixed by the SPC for the junior most Group A officer was Rs 5,400, which the committee has increased to Rs 7,000. The committee has also suggested annual increments of four per cent instead of the 2.5/3.5 per cent recommended by the SPC. The suggestions drafted by the committee, headed by the Cabinet Secretary, are subject to final approval and sanction of the Cabinet.

However, the committee has also suggested that new pay scales be implemented with effect from July 1, 2007, instead of January 1, 2006, that was recommended by the SPC.If approved, this would imply that Central government employees would not get arrears equivalent to one and half year’s revised salary as was being expected.

The 15 per cent additional pay worked out by the committee ranges from Rs 1,248 per month at the lowest level to a maximum of Rs 9,048 at the highest.

In addition, the committee has suggested 15 pay scales instead of the 22 recommended by the SPC. It has that also suggested 10 pay bands instead of the four recommended by the latter.

The lowest pay scale (1-S) recommended by the SPC was 4440-7440 1300. The corresponding pay scale (PB-1) suggested by the committee is 5,500-16,500 with grade pay of Rs 2,500. The basic pay works out to be Rs 8,000 and with the inclusion of annual increment (4 pc), dearness allowance (15 pc) and the 15 per cent additional pay, the lowest gross pay works out to be Rs 10,816.

The highest pay scale recommended by the SPC was 39,200-67,000 13,000. The corresponding scale suggested by the committee is 40,000-60,000 along with a grade pay of Rs 18,000. In this scale, the basic pay works out to be Rs 58,000 and with the inclusion of increment, DA and additional pay the gross pay at the highest level (PB-10) works out to be Rs 78,416.

first time in the history of the central government the govt is going not to pay the arrears in cash instead they are going to merge it into your provident fund most probably with a rider that you cannot withdraw that amount for a particular time for eg about 2 or 3 years.sometimes they may give a percentage in cash and the rest will be merged with pf.

IT is very frustrating about delaying the decision on pay commission.
Already govt. jobs are rotten eggs.

Very Nice..! Where can we see the new pay bands and scales proposed by the commitee?

why entire cost incurred on such useless report be not recovered from the members of pay commission. They wasted the govt money and proved to be disastrous so far the aspirations of govt servant is concerned.

Anonymous said...

the arrear should be given w.e.f 1.1.2006

This drama by Finance Minister P.chidambaram who insisted Sri Krishna to deliberately reduce the hike and the secretaries also following the same line of FM P.chidambaram.we Government employees should unite together to fight for our noble pay hike under the command of shri. KKN Kutty, Secretary, confederation of central Government Employees. Till we get our required pay hike we should strike till we get.

it is frustrating to wait for so long. the prices of everything is beyong common man.I hope govt will have some money left after paying SP and new found allies.

Should be implemented from 1.1.06 the due date as recommended by the commission

even the report has been submitted by the 6th pay commission since long but neither it has been implemented nor any sort of Interim Relief announced by the Govt. so far. Inflation rate is being increased day by day but the Govt. is still silent and inactive. Please do it at the earliest so that the children of Govt. employee may also survive.

Govt. employees should learn something from Col. Bainsala. They wont be given their due share unless they forcefully demand that. All of us should sit at our respective office gates unless govt. agrees to give something reasonable to its employees. After serving so many years in govt at low benifits they cant even move to pvt sector now.

The parrot was waiting for the fruit to ripe in a tree. Finally when the fruit riped cotten fibres came out; the poor parrot had nothing to taste and eat.
The central Government declared sixth pay commission from 01-01-2006. In the election year let us hope that the central government employees will not have the experience of the parrot.

How much more time Govt is going to take on implementation of this comittee report ?

The pay hike doesn't seems to be satisfactory keeping in view the inflation that has risen to such a high level. They say D.A at every half year is paid to compensate inflationary pressure. But see what is included in calculation of Inflation Rate and what everybody is facing in the market. Every time govt. employees are seen as a burden on Economy WHY ? As someone indiacated that it is going to thrash Indian Economy. Do you think a poor employee of Govt. if paid an increase of about 25 % after 11 years is burden and the other business class which is is sitting on about 75 % of Indian Economy and is evading a huge amount of tax, is doing very well ?
Why Govt. cannot pay the arrears w.e.f. 1.1.2006 ( after completion of 10 years of earlier pay revision ). Pay and other honorarium hike of Members of Parliament is very easy job. Just by thumping it can be approved. Think about the case of Govt. Employees without whom Govt. is handicapped.

Dear Friends,
When you are not AMBANI how you will be heard by this Government. If you are AMBANI even your family problem will be solved. But you are only a Government Employee. The government is not finding any time to discuss the Pay commission report for want of time. Theyy are all for IAEA and horse trading. What a pity. You assume, if British were the Rulers they would have done the job being their subordinate staff. But nobody can excpect any justice from the present Government. They are carig for the concern of BUSH and AMBANIs. Long live Ambanijis, Bush and Chidambaramjis and Man mohana Singjis. What a callous attitude. They are the wholesale Caretakers of Peasants and Farmers ? What a Pity.

Dear friends,

the Group C and D people are the real suffers always in the government sector. with regard to the Group C the scale of 5000, 5500 and 6500 can be merged which will be benefiticial to the lower cadres, who may be clerks and assistants working in the same cadre more than 12 to 22 years.
Please look into it

now if UPA wants to win next election It has to accept the recomendations of the 6 pay commission as modified by SPC,but with the arrears from 1.1.12006.Otherwise employees class will not forget and forgive them ,it is my feelings. They should not delay it any more and show their affection towards employees which is much more than the CPI(left andright) ever thought

Hi! I am vikas working in railways presently my basic is Rs. 6050/- in the scale of Rs. 5000-150-8000. Please explain me what will the my basic pay in 6th pay commission

Anonymous said...

I think now there is no sense for delaying the implemantation of SPC report. As inflation has risen extremely,we are paying more without having any increase in incoming money. So now it is an urgent requirement of every govt.employee that these recommendations can be implemented as soon as possible.

Anonymous said...

what was the need of the review committee if the sixth pay commission could have complete thier job. this is the way to unnecessary delay to implement it.

now really its a high time. I am serving in Mumbai, of course in Central Govt. I had the opportunity of witnessing to see the fireworks and crackers by the Public Sector Bank employees. And that too number of times, say once in two years or so. I could never feel proud of serving in Govt, after working for 35 years too. This is ridiculous. This FM should be dismissed as quickly as possible. Lets see if the new supporters of UPA do it. My blood is really boiling now. In my 35 yrs I got my 1st promotion after 21 yrs, and that too it added Rs.10/- to my basic pay. At least for now implement the SPC without any further delay and stop the non sense. Ye justice Sri Krishna ko bhi hamari bal bacchonki hai lagegi.

Hi ! There is no need to panic. This bundle of sarcastic europian dominated lot is not going to give our dues. Mr Manmohan Singh is a BECHARA and even if he wished to do some justice, 10 Janpaths European agenda at any cost to be paid to Honourable (since constitution mandates so though most of these lot doesn't deserve to be honourably called) Members of Parliament to look after the European Interests since she represents Europe in India. The only Revenge we could take at the time of up coming elections for some Legislative Assemblies and the Lok Sabha Elections. But even if we do so, the next NDA regime is also not going to give us any penny. You may remember that the NDA regive came to power at Centre riding on the shoulders of our KARGIL SHAHIDs and the Armed Forces. Whereas they did not look after the interests of the Armed Forces Even. Now it pains when Military Personnel are being compared with the Para Military and Police Personnel while Forces are requesting to subsidise a bit of their sacrifices. Our respected society can't forget that when the situation reaches its worst, mainly because of the Corrupt Police and BSF like Para Military Forces, the Armed Forces are called in. They are to face both External as well as the Internal Enemies. Fuel is poured by our SATTA LOLUP POLITICIANS on the ground of Human Rights Issues. How come someone expect the Armed Forces Personnel to differentiate between lots of people under one roof whether who are anti-social elements and who are innocent civilians ? May God give this Horse Trading Central Govt some Mercy so that they realise the hardships of Govt Employees, Especially the Armed Forces Personnel ( Army, Navy, Air Force and the Ex Servicemen from all these three Services ) at the earliest and give them their dues. There is no sense talking about the different NATAK Episodes on the Insistense of Mr PC by Justice Srikrishna or Mr Chandrashekhar and band. The findings are as per the wishes of Mr PC.
